Director - Capital Budgeting and Finance - NACUBO Career HQ

The Office of Finance and Treasury seeks an experienced and energetic Director of Capital Budget & Financing to assume responsibility for the daily oversight and monitoring of the University's capital budget, encompassing the Ten-Year Capital Plan which totals $3 billion.

Reporting to the Associate Treasurer and Director of Asset Administration, this position will also provide critical leadership, working with the University's senior finance team, in the issuance and monitoring of the University's debt portfolio in support of the Capital Plan.

The Director of Capital Budget and Financing will assume front-line responsibility for all financial acitivites related to the capital program and Plan, with a specific emphasis on the University's debt porfolio supporting its capital activities.

Following are the primary responsibilities of the Director:

Direct the design, enhancement and maintenance of a complex 10-year financial model to plan and manage the University's capital program : - Actively participate in regular meetings with senior institutional leadership, including notably the Executive Vice President, VP for Finance and Treasurer and VP for Facilities. Articulate current status of the Capital Plan, including any issues, and strategize as to future directions.

Manage and direct the issuance of debt and the ongoing activities related to the University's debt portfolio to support the University's capital needs: -Evaluate, monitor and optimize the University's debt portfolio. - Size debt issuances based on projected capital expenditure requirements and analyses of the University's debt capacity. - Interact with investment banks, ratings agencies, the University's financial advisor and borrower's counsel, and the NJ Educational Facilities Authority (NJEFA) and its bond counsel, among others, regarding debt issuances, refunding opportunities, continuing disclosure, resolution of issues and any other topics related to the University's debt portfolio. - Ensure that the allocation of debt proceeds to projects is in accord with the established funding plan. Continually monitor and adjust debt allocations as necessary to ensure compliance with IRS regulations and University requirements.

Prepare documents for Trustee Committee meetings, including:

- The annual update of the Capital Plan. - Specific project approvals and updates, in accordance with University policy. - Participate in the annual joint meeting of the Finance and Grounds & Buildings Committees.

Supervise the activities and workflow of two professional staff positions:

- Assume full supervisory responsibility for the capital budget office and staff. - Assign duties and train staff. - Proactively institute business process redesign to ensure efficiency. - Continually work to create a knowledgable, motivated and focused capital budget team.

Serve as an active and engaged participant with University colleagues in supporting the institution's capital initiatives:

- Partner with staff in the Provost's Office, Facilities Office, Development Office, Office of General Counsel, and others, in support of the capital program. - Participate on the Facilities Planning Group, and other University committees and meetings, regarding the capital program.
