Judge who named Starr to probe Clinton to retire

WASHINGTON (Reuters) - The conservative U.S. federal judge who helped to appoint Kenneth Starr as an independent counsel to investigate President Bill Clinton, prompting first lady Hillary Clinton to complain of a "vast right-wing conspiracy," is planning a partial retirement in February.

The decision by Judge David Sentelle, an anchor of the conservative side of the federal judiciary, will open a fourth vacancy on a Washington, D.C., appeals court considered second in influence to the U.S. Supreme Court.

His semi-retirement, known as "senior status," was disclosed on a judiciary website that monitors future vacancies.

President Barack Obama has faced difficulty persuading the Senate to confirm his nominees for the 11-judge U.S. Court of Appeals for the District of Columbia Circuit, which hears many cases arising from federal agencies.

Sentelle, who turns 70 next year, was a federal prosecutor and judge in North Carolina before President Ronald Reagan appointed him to the appeals court in 1987.

He was chief of a three-judge panel that in 1994 appointed Starr - a former appeals court judge - as the one to investigate President Bill Clinton over a real estate investment and other matters.

Starr's investigation widened to include Clinton's relationship with White House intern Monica Lewinsky, and led to Clinton's impeachment by the House of Representatives.

Without mentioning Sentelle's name, Hillary Clinton noted the judge's ties to Republican senators in a 1998 national television interview in which she spoke about a conspiracy against her husband.

Starr released a statement calling her comments "nonsense."

Known for direct, colorful questions to lawyers, Sentelle wrote a book, "Judge Dave and the Rainbow People," based on his handling of a court case involving a gathering of hippies in the North Carolina mountains.

He did not immediately return a call to his chambers on Friday.

(AP) ? Back-to-back explosions tore through tents housing Shiite pilgrims in southern Iraq Thursday, the deadliest in a wave of bombings that killed at least 43 people nationwide, officials said.

The attacks in Hillah began with a roadside bombing near tents set up for Shiites commemorating the 17th century death of the Prophet Muhammad's grandson, Imam Hussein. That was quickly followed by a car bomb targeting emergency response teams.

The explosions, which occurred in a busy commercial area, killed at least 29 people and wounded as many as 90, a police officer said, making it the deadliest attack in the city this year.

Twisted and charred vehicles were left outside damaged stores as shopkeepers collected their strewn merchandise from the bloodstained pavement. Hillah is 95 kilometers (60 miles) south of Baghdad.

Ali Hussein, 44, was walking near his house when he heard the two thunderous explosions near the commercial area about 200 meters (yards) from his house.

"I rushed to the blast site and I saw burning cars and pieces of flesh everywhere," said Hussein, who owns a grocery store. "There were small blood pools all around the place," he added, blaming the security forces who "should do better in order to protect the innocent people."

Just hours earlier, a parked car exploded near the shrine of Imam Hussein in the Shiite city of Karbala, killing six people and wounding 20, another police officer said.

Karbala, 90 kilometers (55 miles) south of Baghdad, is one of the holiest cities in Shiite Islam and the place where Imam Hussein and his brother, Imam Abbas, are buried. Hundreds of thousands of Shiites flock to their golden-domed shrines every year.

Such religious ceremonies have often been targeted by Sunni insurgents seeking to foment sectarian violence and undermine the Shiite-led government.

A suicide bomber also drove his explosives-laden car into a police checkpoint in the mainly Sunni city of Fallujah, 65 kilometers (40 miles) west of the capital, killing three policemen and wounding 11 others, a police official in the city said.

And in the northern city of Mosul, a parked car bomb went off as a police patrol passed, killing two people and wounded two, police said. Another police patrol was hit by a roadside bomb in the town of Balad Ruz, 70 kilometers (45 miles) northeast of Baghdad, killing one policeman and wounding six others.

In other violence, a roadside bomb killed an Iraqi soldier and wounded five others in Taji, north of Baghdad, and a parked car bomb struck a restaurant in Madain, southeast of the capital, killing a civilian and wounding 12 others, according to police.

Five health officials confirmed the casualty figures. All the officials spoke on condition of anonymity because they weren't authorized to release the information.

The nationwide death toll was the highest since Oct. 27 when 40 people were killed in a string of bombings and other attacks around the country.

Although violence has ebbed since the peak of insurgency several years ago, attacks are still frequent against security forces, government officials and civilians. No one claimed responsibility for Thursday's bombings, but car bombs, shootings and roadside devices are the hallmark of al-Qaida in Iraq.

(AP) ? For the first time since the Nov. 6 election, partisan bickering trumped bargaining Thursday as Democrats and Republicans vied for the political high ground in talks to avoid year-end tax increases and spending cuts that threaten harm to middle class pocketbooks.

"No substantive progress has been made between the White House and the House" over the past two weeks toward averting the "fiscal cliff," House Speaker John Boehner declared after a private meeting with Treasury Secretary Tim Geithner in the Capitol. "Unfortunately, many Democrats continue to rule out sensible spending cuts that must be part of any significant agreement that will reduce our deficit."

Democrats said any holdup was the fault of Republicans, who are balking at President Barack Obama's plan to raise tax rates on incomes higher than $200,000 for individuals and $250,000 for couples.

Republican aides later said Geithner had proposed passage by year's end of tax increases totaling $1.6 trillion over a decade, including the rate hikes sought by Obama.

They said the White House is also seeking year-end approval for an unspecified amount of new spending to renew expiring jobless benefits, help homeowners hit by the real estate collapse and prevent a looming Jan. 1 cut in fees for doctors who treat Medicare patients.

The GOP said the White House was offering unspecified spending cuts this year. Those would be followed next year by legislation producing savings from Medicare and other benefit programs of up to $400 billion over a decade, a companion to an overhaul of the tax code.

At his news conference, Boehner, R-Ohio, blamed the White House and members of Obama's party for refusing to propose detailed savings from the government's huge benefit programs.

Senate Majority Leader Harry Reid rebutted moments later. "We're still waiting for a serious offer from Republicans," the Nevada Democrat said at a news conference. He noted that GOP leaders have refused the president's call to extend expiring tax cuts for the middle class while letting them lapse at upper incomes.

At the White House, presidential press secretary Jay Carney said flatly, "There can be no deal without rates on top earners going up."

Taking a confrontational, at times sarcastic tone, he said, "This should not be news to anyone on Capitol Hill. It is certainly not news to anyone in America who was not in a coma during the campaign season."

The White House also circulated a memo that said closing loopholes and limiting tax deductions ? a preferred Republican alternative to Obama's call to raise high-end tax rates ? would be likely to depress charitable donations and wind up leading to a middle class tax increase in the near future.

With barely a month remaining until year's end, the hardening of positions seemed more likely to mark a transition into hard bargaining rather than signal an end to efforts to achieve a compromise on the first postelection challenge of divided government.

Boehner suggested as much when one reporter asked if his comments meant he was breaking off talks with the White House and congressional Democrats.

"No, no, no. Stop," he quickly answered.

"I've got to tell you, I'm disappointed in where we are, and disappointed in what's happened over the last couple weeks. But going over the fiscal cliff is serious business."

At issue is a bipartisan desire to prevent the wholesale expiration of Bush-era tax cuts and the simultaneous implementation of across-the-board spending cuts. The potential spending reductions, to be divided between military and domestic programs, were locked into place more than a year ago in hopes the threat would have forced a compromise on a deficit reduction deal before now.

Economists in and out of government warn that sending the economy over the "cliff" would trigger a recession.

To avoid the danger, Obama and Congress are hoping to devise a plan that can reduce future deficits by as much as $4 trillion in a decade, cancel the tax increases and automatic spending cuts and expand the government's ability to borrow beyond the current limit of $16.4 trillion.

In the first few days after the elections, Boehner said he was willing to accept a deal that included new revenues, a long-time Democratic demand, and Obama has said he will sign on to savings from Medicare, Medicaid and other benefit programs that Democrats have long defended from proposed Republican cuts.

At the same time, both sides have worked to tilt the bargaining table to their advantage. As part of that effort, Obama travels to Pennsylvania on Friday to campaign for his tax proposal.

Boehner, who will begin a second term as House speaker early next month, has appealed to his rank and file to remain united. At a closed-door meeting this week, he displayed polling data that showed the public would rather see loopholes closed than rates raised as a means of raising revenue for the government.

Speaking with reporters after his closed-door session with Geithner, Boehner accused the president of holding "campaign-style rallies" rather than engaging in serious bargaining.

Reid, too, cited polls, saying the public favors the sort of balanced approach to deficit cutting, tax increases included, that Obama backed in his race against Republican Mitt Romney.

Polls of voters taken as they left their polling places on Nov. 6 showed 60 percent said taxes should go up on income over $250,000 or for everyone, including 77 percent of Democrats, 42 percent of Republicans and 59 percent of independents.

At the same time, 63 percent said that taxes should not be increased to reduce the federal budget deficit, a view shared by 50 percent of Democrats, 62 percent of independents and 81 percent of Republicans.

"Republicans know where we stand," Reid said at his news conference. "We're still waiting for a serious offer from Republicans."

Sen. Chuck Schumer, D-N.Y., was more emphatic.

Referring to a meeting at the White House more than a week ago, he said both sides agreed to a two-part framework that would include a significant down payment in 2012, along with a plan to expand on the savings in 2013.

"Each side said they'd submit a down payment. We have. Our preference is revenue. What is theirs?" he said, speaking of the Republicans.

In addition to sessions with Boehner and Reid, Geithner also met during the day with Senate Republican Leader Mitch McConnell and top House Democrats.

Said McConnell, in a statement: "To date, the administration has remained focused on raising taxes and attending campaign-style events, with no specific plans to protect Medicare and Social Security or reduce our national debt in a meaningful way." He added, "And today, they took a step backward, moving away from consensus and significantly closer to the cliff."

According to Microsoft, the Surface Pro ? actual name:?Surface with Windows 8 Pro ? will retail at two price points: $899 for a 64 GB model and $999 for a 128 GB edition. (Want the Touch Cover keyboard? You'll have to buy it separately.) The device, which is intended for IT professionals and design types, should arrive in early January ? too late, it's worth noting, to really capitalize on the holiday shopping rush.?

"Surface with Windows 8 Pro will come with Intel?s next generation Core i5 processor," Microsoft's Panos Panoy wrote in a blog post today. "This chip will give Surface with Windows 8 Pro a graphics boost for its 10.6-inch 16:9 ClearType display that runs at a 1920 x 1080 full HD resolution. Surface with Windows 8 Pro also includes a full-size USB 3.0 port. Its Mini DisplayPort can drive an external display up to 2560 x 1440 resolution."?

The big question here, of course, is whether the hefty price on the deluxe Surface device will scare away prospective users. Even the base-level Surface, which sells for $499 without the Touch Cover, struck some onlookers as a little too expensive, especially since most people do want the $120 Touch Cover ? that nifty little add-on is a big selling point for the Surface.?

But as we noted above, the Surface Pro is really a device for business users, for whom power and capability are more important than price.

"This is an enterprise play, not a consumer play, at least for now,"?Carolina Milanesi, an analyst at Gartner, told Matt Hamblen of Computerworld today.?

In related news, Microsoft recently announced it has sold 40 million licenses for Windows 8 since the October launch of the new operating system. But as John P. Mello Jr. of PC World notes, there's plenty of disagreement about whether that figure is good news for Microsoft or not. Some onlookers, for instance, are?saying that the "disappointing" numbers actually fell well below internal Microsoft projections.

Conversely, more astute football programs throughout the country have turned to a central Texas company for simple, affordable, and versatile training tools designed to take their game to the next level.

Samsung Galaxy S III mini review: a small Galaxy with few stars

Samsung made a bold move when it announced the Galaxy S III mini. Here was an Android phone with the potential to take the iPhone 5 head-on. While the original Galaxy S III is clearly the flagship, its 4.8-inch display means it's literally too much for some people to handle. By matching Apple's screen size inch for inch, it could have been pitched as a device aimed at winning over some iOS fence-sitters. However, when you look at the specifications: a dual-core 1GHz processor, WVGA (800 x 480) display and a 5-megapixel camera, it's clear that Samsung had other ideas, opting to fish for a more mid-range customer instead.

Fast forward to the present, and it's no longer a matter of intellectual debate as to what the mini is all about: the phone is here, and on sale in much of Europe for £299 / €379. So hubris, brand appeal and pundit talk aside, is this the real-deal Galaxy S III, just for smaller hands? Or is it a budget phone simply wearing its elder sibling's tuxedo to the ball? Lawyer: Bradley Manning's confinement too harsh

FORT MEADE, Md. -- During a pre-trial hearing Tuesday, the defense for Army Private First Class Bradley Manning -- accused of leaking thousands of classified documents to the website Wikileaks ? began making the case that Manning's charges should be dismissed, saying the Army private's confinement conditions constitute illegal punishment.

Pfc. Manning's defense team alleges he was improperly classified as a high security risk and as a risk to himself while confined at Quantico, which resulted in Manning being kept on 23-hour lockdown in a small cell. At one point, his clothes were taken from him at night.?

David Coombs, Manning's lead attorney, spent more than six hours questioning retired Marine Corps Col. Daniel Choike (pronounced CHOY-kee), who was commander of the Quantico brig at the time. Coombs asked Choike about a number of emails sent among the brig staff indicating that some at the facility believed that Manning did not require such harsh confinement.


Judges can dismiss charges if treatment prior to trial is egregiously harsh, but it is rare.

Manning's motion is filed under Article 13 of the Uniform Code of Military Justice, which bars any punishment or penalty other than arrest or confinement while the accused awaits trial.

The brig staff classified Manning as maximum security, usually reserved for violent offenders, and as in need of protection from injury, a classification for prisoners who may harm themselves. The defense argues that Manning needed neither classification and that his status led to unfairly harsh confinement conditions.

Just months before Manning entered the Quantico brig, another prisoner, Marine Captain Michael Webb, committed suicide while being held there. The defense's motion paints a picture of a base overly concerned about another suicide in the facility's brig, particularly with a prisoner as high profile as Manning.

On the witness stand today, the brig's commander maintained that Manning's classifications as a maximum security prisoner and as a risk to himself were both proper, citing erratic behavior such as licking his cell's bars and playing peek-a-boo with brig staff.

After nine months at Quantico, Manning was transferred to the Army prison at Fort Leavenworth, Kan., where he was placed in a medium security facility. He was not deemed a risk to himself.

On Wednesday, the court is expected to hear from a member of the mental health staff at Quantico while Manning was there. Manning, who has never testified in detail himself, is listed as a witness but it is still unclear whether he will testify.

(AP) ? Broadway superstar Audra McDonald is adding a new chapter to her long history with Lincoln Center.

The singer-actress is the new host of "Live From Lincoln Center," PBS said Tuesday.

McDonald will emcee seven broadcasts from December through spring 2013, starting Dec. 13 with "The Richard Tucker Opera Gala" and Dec. 31 with the New York Philharmonic's New Year's Eve gala.

"It's a great honor. I'm thrilled that they came to me and trusted me to do it," said McDonald, 42, whose five Tony Awards include a trophy this year for "The Gershwins' Porgy and Bess."

Her memories of the Lincoln Center performing arts complex in Manhattan run deep.

"I remember watching Beverly Sills broadcasting from the Met (the center's Metropolitan Opera House) on my PBS channel at my home in Fresno," McDonald said, adding that she was amazed at the venue's size and "inspired by the music."

As a high school student, she had the chance to visit the center and recalled thinking, "This is where I want to be some day."

That wish was fulfilled when she moved to New York to attend The Juilliard School, which has its campus there.

Stepping in as host of the PBS series "feels like it's my way of thanking Lincoln Center," she said.

"We can't imagine a more perfect match," said Elizabeth Scott, the center's executive in charge of the TV series. McDonald's passion for the performing arts is "infectious," Scott added.

McDonald, who starred in "Private Practice" as Dr. Naomi Bennett, has performed on the long-running PBS showcase several times, including programs with Elvis Costello, Patti Lupone and the New York Philharmonic.

She will be working especially hard New Year's Eve when she hosts and performs in the holiday program, "One Singular Sensation: Celebrating Marvin Hamlisch" (check local listings for time).

"We'll see if I fall down by the end of the evening, or by the middle," she said, lightly. What she'll sing is a secret for now, but McDonald said it's among Hamlisch's most famous pieces.

The composer, who died in August at age 68, created more than 40 film scores and won a Tony and the Pulitzer for Broadway's "A Chorus Line."

"Live From Lincoln Center" is in its 37th broadcast season. In recent years, artists and actors including Yo-Yo Ma and Alec Baldwin have filled the host's job that previously saw long tenures by famed opera singer Sills and TV personality Hugh Downs.

Without revealing any actual numbers, Amazon ?announced that it's beaten all sorts of Kindle-related sales records?over the holiday shopping weekend.

In a press release issued on Tuesday, the online retailer declared that?"this Black Friday and Cyber Monday were the best ever for the Kindle family."?Amazon boasts that Cyber Monday was the "biggest day ever for Kindle sales worldwide," that the top four spots on the company's best sellers list are?occupied by Kindle devices, and that nine out of the top ten best-selling products on the site are Kindle devices, Kindle accessories or digital content.

While Amazon's not telling us just how many Kindle devices were sold, the company does say it saw "more than double" the sales that it saw last year over the same holiday shopping weekend. There are, of course, more Kindle products this year, including three different Kindle Fire tablets ? four if you count the LTE wireless 8.9-inch Fire HD ? and three different e-ink readers. Yet as it has done for most of the life of the Kindle brand,?Amazon has?bragged a bit?? without giving us any data to use to compare Kindle to its competitors.

For what it's worth,?Apple's most recent launch-weekend record, set about a month ago, involved the sale of three million iPads, a number which included just the Wi-Fi-only versions of its new iPad Mini and fourth-generation iPad.?These sales numbers doubled "the previous first-weekend milestone of 1.5 million Wi-Fi-only models sold for the third-generation iPad in March," according to a press release issued by the Cupertino-based company. No word on how Apple fared over the holiday shopping weekend, of course. And even if we had those iNumbers, we could only guess how they measure against Amazon's ... which will?remain a mystery, at least until industrywide figures come out at the end of the quarter.

Insurgent attacks kill 30, wound dozens in Iraq

BAGHDAD (AP) ? Insurgents launched attacks against security forces and civilians in central and northern Iraq on Tuesday, killing at least 30 people and wounding dozens, officials said.

Shiite mosques in Baghdad were main targets, along with a city claimed by squabbling ethnic groups in a disputed northern region. The conflicts threaten the stability of Iraq following the final pullout of U.S. military forces nearly a year ago.

Car bombs exploded near three mosques shortly after nightfall in the capital, killing 21. Police and hospital officials said the first exploded near a Shiite mosque following evening prayers in the Hurriyah neighborhood, killing nine worshippers and wounding 20 others. Minutes later, another car bomb went off near Gaereat mosque, killing five people.

Later, police said a third car bomb exploded, killing seven Shiite worshippers and wounding 21 others in Shula neighborhood in northern Baghdad.

Ali Habib, a taxi driver, said he was driving near the Shiite mosque in Hurriyah when he heard a loud explosion. He rushed to the blast site and helped take wounded to the hospital.

"The scene was horrific, with people screaming for help," he said. "Such attacks bring back memories of the darkest days of sectarian strife that took place several years ago in Iraq."

In the north, a police officer said three bombs in parked cars exploded simultaneously in the oil-rich city of Kirkuk, the largest city in the area claimed by several ethnic groups in a dispute with the central government in Baghdad.

The bombs hit two Kurdish residential areas in the center of the city. One went off near a main Kurdish party headquarters. Five people, including a Kurdish security guard, were killed and 58 others wounded, he said.

A few minutes later, two bombs exploded in a market in the Sunni-dominated town of Hawija west of Kirkuk, killing two civilians and wounding five others, he said. Also, five Iraqi army soldiers were wounded when militants detonated bombs near their houses in the nearby town of Tuz Khortmato.

Kirkuk, 290 kilometers (180 miles) north of Baghdad, is home to a mix of Arabs, Kurds and Turkomen, who all have competing claims to the oil-rich area. The Kurds want to incorporate it into their self-ruled region in Iraq's north, but Arabs and Turkomen are opposed.

Violence has ebbed since the peak of insurgency several years ago, but lethal attacks still occur frequently. No one claimed responsibility for Tuesday's attacks, but car bombs, shootings and roadside devices are the hallmark of al-Qaida in Iraq.

In the northeastern province of Diyala, gunmen in a speeding car showered a checkpoint manned by Sahwa, an anti-al-Qaida group, with bullets, killing one and wounding two others, another police official said. The Sahwa are Sunni Arabs who joined forces with the U.S. military to fight al-Qaida at the height of Iraq's insurgency. They have since been favorite targets for Sunni insurgents who consider them traitors.

Also in Diyala, a roadside bomb targeted a passing police patrol in the town of Khan Bani Saad, killing a civilian bystander and wounding two policemen, the officer said. The town is about 35 kilometers (20 miles) north of Baghdad.

In the northern city of Mosul, a parked car bomb went off near a house of a Sunni lawmaker, wounding five bystanders. The lawmaker, a woman, was unharmed, another police officer said. Mosul is 360 kilometers (225 miles) northwest of Baghdad.

Five other civilians were wounded when a roadside bomb exploded near an Iraqi military base in the town of Taji, 20 kilometers (12 miles) north of Baghdad, a police officer said.

Three health officials confirmed the causality figures. All officials spoke on condition of anonymity as they were not authorized to release information.

Canada's Carney named as surprise Bank of England chief

LONDON (Reuters) - Britain named Canadian central bank chief Mark Carney on Monday as the next governor of the Bank of England, springing the surprise choice of a foreigner to help steer the world's sixth-largest economy out of stagnation.

A former Goldman Sachs investment banker who as central bank head guided the Canadian economy through the global economic crisis, Carney will succeed Mervyn King who retires next July.

"He is quite simply the best, most experienced and most qualified person in the world to be the next Governor of the Bank of England," finance minister George Osborne told parliament in announcing the appointment.

During the crisis, Carney helped to make Canada's recession one of the shallowest of the world's richest nations. No Canadian bank needed government help, and the country recovered all the jobs it lost in the downturn relatively rapidly.

By contrast, Britain had to bail out some of its biggest banks and the economy is struggling to achieve growth four years after the crisis broke.

Carney also heads the Financial Stability Board (FSB), a Basel-based body that sets global banking rules.

"This will be a very important transitional phase for both the institution itself, the Bank of England, but above all for the British economy," Carney told a news conference in Ottawa.

From next year the BoE will take charge of British financial regulation, almost doubling its size. This boosted the case for a governor with strong management skills and financial market experience, rather than someone in King's academic mould.

Carney said he would help the British economy as it tries to reduce its reliance on financial services.

"I can play a constructive role ... in relaunching this institution with its new responsibilities, contributing to price stability, to financial stability and to ensuring that the rebalancing of the UK economy - which is underway - ... is seen through over the course of the next five years."

Carney's past as a Goldman Sachs investment banker has been a double-edged sword, as he fought to prove his loyalties lie with ordinary citizens, not his high-flying banker ex-colleagues. He clashed memorably last year with JPMorgan Chase & Co Chief Executive Jamie Dimon in Washington as the banker argued against new regulations for the financial sector.

HUGE SURPRISE

Until now, Carney had strongly played down the possibility of heading the British central bank. "(It's a) surprise, huge surprise," said Peter Dixon, an economist with Commerzbank. "That was the one guy I didn't have in the running."

The athletic-looking Carney will now become Britain's most powerful unelected public figure, responsible for setting interest rates and looking after the banking sector.

Britain's government had been widely expected to pick Deputy Governor Paul Tucker as the new chief, ignoring calls for a more radical option to shake up the central bank.

"Mr. Carney is unique amongst the potential candidates in combining long experience of central banking, huge international credibility in economics, deep expertise in financial regulation and a firsthand experience of private sector financial institutions," Osborne said.

The foreign exchange market passed a rapid judgment on the announcement with sterling rising against both the U.S. and Canadian dollars. The pound hit to a 2-1/2 week high against the Canadian dollar to C$1.5950 from C$1.5898 beforehand.

Pressure on Carney will be high and financiers in the City of London would expect him to act quickly to jolt Britain's $2.5 trillion economy out of stagnation, prevent bubbles and keep the financial sector safe.

Carney is not a British national, although Osborne said he would apply for UK citizenship. He studied at Oxford University.

Carney will serve at the Bank of Canada until May, and then starts at the Bank of England in July. He will serve a five-year term, rather than the eight-year term that had been expected for the next BoE governor.

"Perhaps one factor in Carney's favor is the Canadian banks were very highly regulated before the credit crisis and accordingly the Canadian banking system is in good shape," said Philip Shaw of Investec.

"One thing we would expect is the new governor sets about delegating responsibility very quickly, given the enormity of the tasks that the Bank of England is taking on."

Other figures earlier named as possible successors had included Financial Services Authority chairman Adair Turner, John Vickers, author of a government report on bank reform, and Terence Burns, a former top finance ministry civil servant.

Kosovo veterans demand release of chief charged with war crimes

PRISTINA (Reuters) - About 200 Kosovan former rebel fighters disrupted the launch of a motorway linking their country with Albania on Tuesday, demanding the release of a commander turned government minister who was arrested on war crimes charges last week.

The crowd, mostly Kosovo Liberation Army (KLA) veterans, occupied the stage at the opening ceremony in Gjurgjica, central Kosovo, for two hours in a reminder of the fiercely nationalistic emotions that remain more than 13 years after the 1998-99 independence war against Serb forces.

"Today Kosovo will not celebrate until our comrades are released," a protest organizer told the crowd.

A helicopter carrying Albanian Prime Minister Sali Berisha to the ceremony was turned back while his Kosovan counterpart Hashim Thaci failed to turn up, local media reported.

Former KLA commander Fatmir Limaj, one of Thaci's closest political allies, was charged in 2011 with ordering the killing of two Serb captives and torturing another during the war at a prison close to where the motorway ceremony was staged.

Limaj, who went by the nom de guerre of Celik (Steel), was acquitted a year later. But Kosovo's supreme court, made of a panel of local judges and the country's European Union mission (EULEX), ordered a retrial and he was re-arrested on Saturday.

Kosovo Albanians, who make up more than 90 percent of Kosovo's population, see KLA veterans as their liberators. Arrests of former soldiers have provoked angry protests in the past.

Limaj remains a prominent figure as a member of the Kosovo parliament and deputy leader of Thaci's ruling Democratic Party, which led Kosovo to independence from Serbia in 2008.

Thaci criticised EULEX on Monday, calling Limaj's re-arrest "unacceptable and shameful". The EU representative in Kosovo Samuel Zbogar warned Kosovan politicians not to interfere in the judicial process.

Limaj is also facing corruption charges for the time he was a government minister from 2008 to 2010. He denies all charges.

The 60-km (37-mile) motorway, which gives landlocked Kosovo a faster exit to the Adriatic coast, was opened to traffic without a ceremony.

Brief exercise immediately enhances memory: Results apply to older adults both with and without cognitive deficits

ScienceDaily (Nov. 26, 2012) ? A short burst of moderate exercise enhances the consolidation of memories in both healthy older adults and those with mild cognitive impairment, scientists with UC Irvine's Center for the Neurobiology of Learning & Memory have discovered.

Most research has focused on the benefits of a long-term exercise program on overall health and cognitive function with age. But the UCI work is the first to examine the immediate effects of a brief bout of exercise on memory.

In their study, post-doctoral researcher Sabrina Segal and neurobiologists Carl Cotman and Lawrence Cahill had people 50 to 85 years old with and without memory deficits view pleasant images -- such as photos of nature and animals -- and then exercise on a stationary bicycle for six minutes at 70 percent of their maximum capacity immediately afterward.

One hour later, the participants were given a surprise recall test on the previously viewed images. Results showed a striking enhancement of memory by exercise in both the healthy and cognitively impaired adults, compared with subjects who did not ride the bike.

"We found that a single, short instance of moderately intense exercise particularly improved memory in individuals with memory deficits," Segal said. "Because of its implications and the need to better understand the mechanism by which exercise may enhance memory, we're following up this study with an investigation of potential underlying biological factors."

She believes the improved memory may be related to the exercise-induced release of norepinephrine, a chemical messenger in the brain known to play a strong role in memory modulation. This hypothesis is based on previous work demonstrating that increasing norepinephrine through pharmacological manipulation sharpens memory and that blocking norepinephrine impairs memory.

In the more recent research, Segal and her colleagues discovered that levels of salivary alpha amylase, a biomarker that reflects norepinephrine activity in the brain, significantly increased in participants after exercise. This correlation was especially strong in people with memory impairment.

"The current findings offer a natural and relatively safe alternative to pharmacological interventions for memory enhancement in healthy older individuals as well as those who suffer from cognitive deficits," Segal noted. "With a growing population of the aged, the need for improvement of quality of life and prevention of mental decline is more important than ever before."

Study results appear in the November issue (Volume 32, Number 4) of the Journal of Alzheimer's Disease. UCI's Alzheimer's Disease Research Center and the National Institute of Mental Health (grant number 575082), a division of the National Institutes of Health, supported the research.

Due to the presence of a string of problems, such as rising rates and falling prices, several bad credit loans and also a heavy rate of mortgage fraud, the concentration of foreclosure has increased in Atlanta, Georgia. When analyzing foreclosures by state, the state of Georgia presents itself as one of the hardest-hit markets for the huge foreclosure mess that?s happening lately, with the concentration being in DeKalb and Fulton counties and in the capital city Atlanta. This abysmal trend has begun in 2001.

There are a lot of connected problems with foreclosures in Atlanta. It is not just about making someone homeless. With so many foreclosure homes in Atlanta, all occurring in a concentrated form in various parts of the city, they lead to the problems of homelessness, crimes in these empty homes, depreciation of the neighborhood in which the empty homes are present, loss of the tax income the state gets and a general loss of face for the city.

Subprime loans may seem to be a good option for people with bad credit to get their homes, but they are turning to be a problem where the overall economy of Atlanta is considered. Due to defaulting subprime loans, the rate of foreclosure houses in Atlanta has increased immensely. People who file for Chapter 13 bankruptcy in Georgia do so thrice faster than people on a nationwide level. A major reason of these bankruptcy filings is a defaulting subprime loan.

Another disturbing trend seen in Georgia, and notably Atlanta, is the large number of African Americans who are bearing the brunt of increasing foreclosures. In present times, most of the foreclosure homes for sale used to belong to African American people of the state who took the benefit of the riskier loans due to their affluent status and the privileges accorded to minorities.
