This position reports to the Director of Disbursements and oversees the entire payroll operation for the College, which includes union and non-union payrolls. Responsibilities include supervision of the payroll staff, coordination of activities with HRIS team for annual process changes, payment of taxes, filing of tax returns and annual W-2 and 1042S reporting.

RESPONSIBILITIES include but are not limited to:

? Oversee, train and manage the payroll department staff and communicate changes to payroll processes uniformly ? Pay withholding taxes every pay period (weekly, bi-weekly and semi-monthly payrolls) ? File federal and state quarterly and annual tax returns electronically ? File state quarterly and annual returns manually for a few states not filed electronically ? Review and reconcile all data input by payroll staff before releasing payrolls ? Ensure the proper calculation and payment of overtime and recording of paid time for FLSA compliance ? Validate all information uploaded into the payroll system for management and union raises annually ? Verify all calculations of retro-active payments based on payroll changes ? Manage gross-up process for employee fringe benefits and ensure accuracy of tax calculations ? Oversee garnishment process and ensure compliance with wage withholding and payment requirements ? Oversee union dues payments process and ensure payroll deductions are updated to reflect the appropriate fees charged by the unions ? Ensure that Non Resident Aliens are being taxed according to IRS and SSA requirements ? Verify and reconcile gross to net pay and tax calculations by pay period, quarter and year ? Liaise with HR and HRIS departments regarding staff and payroll issues ? Work with auditors requesting payroll information ? Keep current on all payroll related regulatory updates to ensure payroll compliance and adherence to College policies ? Escalate issues to Director of Disbursements as appropriate


Minimum Qualifications: ? Bachelor's Degree ? At least 5 years recent progressive payroll experience and payroll management ? Strong knowledge of Microsoft Office including Word and Excel ? Strong communication skills ? Ability to multi task and meet deadlines ? Ability to manage staff ? Strong organizational and time management skills ? Strong payroll background required to identify inefficiencies and recommend process improvements, and ability to follow-through on issues

Preferred Qualifications: ? BANNER system experience highly desirable. ? Certification by APA a plus.
