Minimum wage gap grows wider between states

OLYMPIA, Wash. (AP) ? With a bump in the minimum wage to $9.19 an hour on Tuesday, high school student Miranda Olson will edge closer to her goal of purchasing that black Volkswagen Beetle she's been researching online.

Olson is only able to pick up part-time hours, working after classes and on weekends. But the extra pennies she'll earn in 2013 will add up over the coming weeks and months.

"It's not much, but it's something," said Olson, 16, who works at Wagner's European Bakery and Cafe in Olympia. "Every bit helps."

Many workers around the country won't be as lucky as the ones in Washington state, which is raising its salary minimum even though it already has the highest state baseline in the country. Workers one state over ? in Idaho ? will make nearly $2 per hour less in 2013.

Automatic minimum wage increases designed to compensate for inflation have steadily pushed up salaries in some states, even through the recession, expanding the pay gap between areas that make annual adjustments and those that don't. Of the 10 states that will increase the minimum wage Tuesday, nine did so automatically to adjust for inflation.

Rhode Island lawmakers approved that state's wage increase this past year.

Paul Sonn, legal co-director at the National Employment Law Project, said he hopes more states will start looking at automatic adjustments as the economy recovers. He said the model ? which Washington state first adopted in 1998 ? helps avoid sudden jolts as states try to catch up to their peers.

"We think there's a case that it's better for everyone, including the business community, to have predictable, regular, small increases every year," Sonn said.

The automatic adjustments aren't much. Washington's bump of 15 cents will mean those who work 40-hour weeks will earn an extra $6 per week ? enough for a couple lattes ? or about $300 per year.

Hundreds of thousands of workers are expected to get a pay increase with the wage adjustments that begin New Year's Day. Along with Washington and Rhode Island, the changes will also occur in Arizona, Colorado, Florida, Missouri, Montana, Ohio, Oregon, and Vermont.

Between the nine states with automatic adjustments happening this year, the average minimum wage is $8.12 per hour, up from a little under $8. States that do not have automatic changes operate with an average minimum wage of about $7.40 ? a difference of about $1,500 per year for a full-time worker.

Many states, including Idaho, follow the federal minimum wage of $7.25 per hour, either because they've tied their minimum wage to that threshold or because the state-enacted minimum is lower than that.

San Francisco has set the highest local minimum wage and will have workers paid at least $10.55 an hour in 2013.

Groups like the National Restaurant Association oppose further increases in federal or state minimum wages, arguing that it's an ineffective way to reduce poverty and forces business owners to cut hours, raise prices or lay off workers.

At Tom's 1st Avenue Bento, a downtown Portland lunch spot, owner Tom Hume said he boosted pay for minimum-wage workers before the end of the year in order to get ahead of the game. He also raised prices on one-third of his menu items by 25 cents.

Natasha Baker, 22, who works at Hume's restaurant, recently moved back in with her mother but hopes to move to another apartment in January. She said the extra $5 or $6 she's earning every week with the salary boost is OK but won't make a huge difference.

"I don't usually look at what I get paid," she said. "I'm more directed on what's being taken out, which is more discouraging than anything."

With college tuition costs skyrocketing???an estimated $1 trillion in student loan debt now exceeds credit card debt in the U.S.???many families are rethinking the traditional path to career success. As it turns out, a four-year college degree isn?t the only way to land a good-paying job. A recent?study?by financial literacy website?NerdWallet, based on forecasts by the U.S. Bureau of Labor Statistics, reveals that jobs requiring only a two-year associate?s degree will have the highest average growth through 2020.

?The common, accepted advice is to go to school for four years or longer, but there are great opportunities to go for less time and still get a high return on your investment,? says Joseph Audette, VP of financial literacy and education?at NerdWallet. ?It?s not just about going to college. It?s about going with a plan for success.?

The average growth rate of all jobs by 2020 is just 14 percent, while high-growth jobs requiring an associate?s degree will grow by an average of 35 percent. At the same time, associate?s degrees have the shortest payback period. Lower tuition rates coupled with high median earnings on the job means these graduates pay off their tuition in just two years, on average.

Furthermore, many of the jobs that require only an associate?s degree pay more than those requiring a bachelor?s or master?s. ?Why go through additional years of school and have more debt when the job isn?t going to be paying as much?? asks Audette.

According to Nerdwallet?s analysis of the 10 best-paying jobs for associate?s degree holders,?air traffic controllers?come out on top, earning a median salary of $108,000. These students must attend a Federal Aviation Administration certified school and receive long-term on-the-job training. However, while it is very well paid, it?s also stressful and not expected to be a high-growth job.

When comparing the lists of the highest-paying jobs and the fastest-growing jobs that require only an associate?s degree, three jobs emerge as the best.?Registered nurses?earn a median of $65,000 and will grow by 26 percent, with a whopping 3.5 million jobs projected for 2020.?Medical sonographers, who administer ultrasounds, earn $64,000 a year and will grow by 44 percent, and?dental hygienists?earn $68,000 and will grow by 38 percent.

Many of these jobs are health?care and engineering support positions, driven by the aging baby boomer population and the increasing automation of technology and manufacturing machinery. Hiring more support positions versus highly trained professionals is more cost-efficient for employers, says Audette, who expects the trend to continue over the next few decades.

According to the latest findings of a survey, 74 per cent of people residing in Oman are set to travel for leisure in the coming months, a 14 per cent increase from 2011.

The survey also shows that 51 per cent of the residents plan to increase or maintain their level of leisure travel, which is ten per cent higher than the 2011 findings when compared to the previous year.

Eighty-one per cent of the MasterCard survey participants also indicated that they are most likely to travel to the Asia-Pacific in the coming months, marking a 12 per cent increase. Other popular regional destinations include the Middle East and Africa (46 per cent), and Europe (seven per cent). It is encouraging to see the increase in the amount of respondents planning to travel as compared to the 2011 survey. Rover gets set for Martian road trip

Since captivating the world with its acrobatic landing, the Mars rover Curiosity has fallen into a rhythm: Drive, snap pictures, zap at boulders, scoop up dirt. Repeat.

Topping its to-do list in the new year: Set off toward a Martian mountain ? a trek that will take up a good chunk of the year.

The original itinerary called for starting the drive before the Times Square ball drop, but Curiosity lingered longer than planned at a pit stop, delaying the trip.

Curiosity will now head for Mount Sharp in mid-February after it drills into its first rock.

"We'll probably be ready to hit the pedal to the metal and give the keys back to the rover drivers," mission chief scientist John Grotzinger said in a recent interview at his office on the sprawling NASA Jet Propulsion Laboratory campus, 15 miles (24 kilometers) east of downtown Los Angeles.

The road trip comes amid great expectations. After all, it's the reason the $2.5 billion mission targeted Gale Crater near the Martian equator. Soaring from the center of the ancient crater is a 3-mile-high (5-kilometer-high) peak with intriguing layers of rocks.

Curiosity's job is to figure out whether the landing site ever had the right environmental conditions to support microbes. Scientists already know water flowed in the past, thanks to the rover's discovery of an old streambed. Besides water, life as we know it also needs energy, typically provided by the sun.

What's missing are the chemical building blocks of life: complex carbon-based molecules. If they're preserved on Mars, scientists figure the best place to hunt for them is at the base of Mount Sharp, where images from space reveal hints of interesting geology.

It's a six-month journey if Curiosity drives nonstop. But since scientists will want to command the six-wheeled rover to rest and examine rocky outcrops along the way, it'll turn into a nine-month odyssey.

Drill, rover, drill
Before Curiosity can tackle a mountain, there's unfinished business to tend to. After spending the holiday taking measurements of the Martian atmosphere, Curiosity gears up for the first task of the new year: Finding the perfect rock to bore into.

The exercise ? from picking a rock to drilling to deciphering its chemical makeup ? is expected to last more than a month.

"We have promised everybody that we're going to go slowly," said Grotzinger, a geologist at the California Institute of Technology.

Curiosity's low-key adventures thus far are in contrast to the drama-filled touchdown that entranced the world in August. Since the car-sized rover was too heavy to land using a parachute and airbags, engineers invented a daring new way that involved lowering it to the surface by cables. The risky arrival proved so successful and popular that NASA is planning an encore in 2020.

Curiosity joined another NASA rover, Opportunity, which has been exploring the Martian southern hemisphere since 2004. Opportunity's twin, Spirit, stopped communicating in 2010.

After nailing the landing, Curiosity fell into a routine. The first month was dominated by health checkups ? a tedious but essential prerequisite before driving. A chemistry laboratory on wheels, it's the most high-tech spacecraft to land on another planet, so extra care was taken to ensure its tools, including its rock-zapping laser and robotic arm, worked.

Once it got the green light, it trundled to a waypoint that's home to three unique types of terrain to perform science experiments. Every time Curiosity roves, it leaves Morse code tracks in the soil, providing a visual signal between drives. The dots and dashes spell out JPL, short for Jet Propulsion Lab, which built the rover.

Postcards from Mars
So far, its odometer has logged less than a mile. Despite the slow going, scientists have been smitten with the postcards it beamed home, including a stylish self-portrait and tantalizing glimpses of Mount Sharp.

Huge expectations weigh on the mission with NASA balancing the need to feed the public's appetite while pursuing discoveries at its own pace. Last month, the space agency quashed Internet speculation that Curiosity had detected complex carbon compounds in a pinch of Martian soil by issuing a statement ahead of a science meeting where the team was due to present the latest findings.

American University space policy professor Howard McCurdy said Curiosity is currently in a transition, caught between the landing that went viral and the scientific payoff that's expected at Mount Sharp.

"It is interesting, but slow," he said in an email. "I expect public interest will rise as the rover gets closer to its destination."

Curiosity's prime mission lasts two years, but NASA expects the plutonium-powered rover to live far longer. A priority for its human handlers is to learn to operate it more efficiently so that it becomes second nature. Before heading to Mount Sharp, engineers plan a software update to Curiosity's computers to fix remaining bugs.

"We'll need to be pretty careful," project manager Richard Cook said of the upcoming drive. "We may find terrain that we're not comfortable driving in, and we'll have to spend time driving around stuff."

    The Asus VG278HE is a versatile 27-inch monitor featuring a 144Hz refresh rate and a speedy pixel response. It?s a bit pricey and loses some pop when viewed from an angle but it handles gaming and video with aplomb.

Delaney When we reviewed the Asus VG278H earlier this year we awarded it an Editors' Choice for its overall performance and the fact that it was one of the first 120Hz monitors to support Nvidia's 3D Vision 2 with LightBoost technology. However, we weren't thrilled with its lofty price, lack of USB ports, and narrow viewing angles. The new Asus VG278HE ($499.99 list) also supports 3D Vision 2 with LightBoost, but it doesn't come with a 3D Vision kit like the earlier model does. Unfortunately, it also suffers from narrow viewing angles and weak grayscale reproduction. On the plus side, it boasts a faster 144Hz refresh rate and delivers a sharp, detailed picture, especially when it comes to gaming. It's still more expensive than most similarly sized TN (twisted nematic) monitors, though.

Design and Features
The VG278HE uses a 27-inch TN panel with a maximum resolution of 1,920-by-1,080 and a matte anti-glare coating. The screen is framed by thin 0.75-inch black bezels with a silver Asus logo attached to the bottom edge. The 16-pound cabinet is 2.75 inches thick and is supported by a mounting arm and base assembly that provides height, tilt, and swivel maneuverability. The round base sports a 3D emblem and a glossy black finish.

There are seven clearly labeled buttons located beneath the bottom bezel, off to the right. In addition to acting as menu navigation buttons they are also hot keys for selecting an Asus Splendid (picture preset) mode, adjusting volume and brightness, and selecting an input source. The Menu button launches the OSD (on screen display) where you can also select one of the Splendid presets (standard, scenery, theater, game, night view, sRGB), and adjust brightness, contrast, saturation, skin tone, and color temperature levels. There's also a Smart View setting that is supposed to improve picture quality when viewed from an angle but colors appear washed out with this setting enabled.

The rear of the cabinet holds DVI, HDMI, and VGA video inputs as well as headphone and audio input jacks, all of which are downward facing. While the headphone jack is a nice touch it would be more convenient if it was mounted on the side of the cabinet. There are no USB ports on this model nor is there a built-in 3D transmitter such as the one embedded in the VG278H's upper bezel. As mentioned earlier the Nvidia 3D Vision 2 kit is not part of the package and must be purchased separately for around $150 if you want 3D capabilities. The 3-watt speakers are appropriately loud and crisp sounding but are no substitute for a good 2.1 channel desktop speaker setup.

The VG278HE comes with a three-year warranty covering parts, labor, and backlighting. Included in the box are a dual link DVI cable, a VGA cable, and an audio cable. An HDMI cable is not included. You also get a CD containing a user guide and drivers.

Performance
The VG278HE turned in mixed performance results. Color gradation was even throughout the DisplayMate color Scales test and the panel delivered bold, well saturated colors in my test photos but it had trouble reproducing dark shades of gray. The three darkest shades of the 64-Step Grayscale test appeared black when they should have been progressing to a dark gray. Light grayscale performance was only slightly better.

The panel's 144Hz refresh rate coupled with a 2-millisecond (gray-to-gray) pixel response provided excellent motion handling, a plus for the gaming crowd. The action was fast and smooth while playing Far Cry 2 on the PC, and there was no discernible judder or ghosting. With the monitor connected to a PS3 console it performed flawlessly while I played Burnout Paradise, an action packed street racing game. As with the PC game there was no noticeable judder, smearing, or ghosting while displaying fast moving images.

The VG278HE used 29 watts of power during testing with ECO mode disabled. Enabling Eco mode brings that number down to 25-watts without making the picture too dim. That's much better than the earlier VG278H, which used 41-watts of power. Still, the VG278HE can't match the energy efficiency of the Samsung S27B750V, which used just 19-watts of power.

The Asus VG278HE will appeal to gamers who want trace-free performance while blasting their way through today's graphics-laden action games, but it may not be the best choice for users who rely on accurate grayscale reproduction to edit photos. Its fast refresh and pixel response notwithstanding, it can't measure up to the Asus VG278H's performance and 3D features. As such, the Asus VG278H remains our Editors' Choice for big-screen gaming monitors.

Philanthropy's Effect: Millions of Jobs Over Many Decades

Grant making by U.S.foundations supports millions of jobs, and produces billions of dollars in GDP, wages and tax revenues, according to a new research by The Philanthropic Collaborative.

The report, ?Economic Impacts of 2010 Foundation Grantmaking on the U.S. Economy,? was released last week as Congress and the Obama administration were debating the role of the sector and considering caps or limits on incentives that encourage charitable giving.

According to the report, foundation grant making supports many diverse areas, including health care, scientific research, educational opportunities and safer neighborhoods.

The study found that $38 billion in grant making in 2010 led to the immediate creation of some 500,000 jobs at the time of disbursement and nearly a million jobs within about a year once the grants had flowed through the economy.

The study?s researchers also looked at longer-term effects for grantees and communities, using return on investment data and the IMPLAN economic model:?

  • Over the long term, some nine million jobs will be created, and the effects will be felt for a generation or more. The report cited as an example a foundation grant to support early childhood education, which will increase the likelihood that more young people will attend college, improving their lifetime earnings and their quality of life.
  • American foundation grant making will generate nearly $970 billion in goods and services transactions and contribute upward of $570 billion to GDP based on long-term return on investment and economic multipliers.

?Foundation investments set off a cascade of benefits in our communities over the course of decades,? Steven Peterson, an economist at the University of Idaho and lead author of the report, said in a statement.

?We now have a stronger understanding of the link between the short- and long-term impact of foundation grants and their significant contribution to economic growth.?

The study also examined the effect of foundation investments broken down by foundation giving, impacted nonprofits and each economic sector across time. And it included eight case studies that show the effects of foundation grant making at the community level.

According to the report, foundations support almost nine million jobs in America, and the nonprofit community as a whole employs more than 13.5 million people, or about 10% of the workforce.

Nonprofits pay nearly $670 billion annually in wages and benefits, and employ more people than the finance, insurance and real estate sectors combined.

Karen S. Exkorn: Five Tips On How To Say The Right Thing All (Or At Least Most) The Time

Say What You Mean, Mean What You...What'd You Say?

You know how sometimes you use an expression without thinking about its meaning? I did just that recently, and it came back to haunt me.

I'd written a fun and upbeat article about "Happy Holiday Sex." It included sexy tips and a sentence about how dealing with sugar-crazed kids or dysfunctional family members "does not necessarily put you in the mood...unless that mood involves killing someone."

I'd written that article many weeks ago. The article was published just days after the Newtown tragedy.

Upon re-reading it, I honestly hadn't remembered writing that line. It was a throwaway line, an attempt at light-hearted humor. But my heart grew heavy as I read it. I quickly contacted the publisher, who just as quickly deleted the line.

That's when I started to assess my use of language -- specifically those expressions I'd come to use everyday without even thinking about them. I heard myself saying things like, "I'd die if I ever wore something like that!" or "That joke kills me!" Even using the word "deadline" started to bother me.

Meanwhile, I'd spent years as a management consultant, coaching executives on the importance of finding just the right words or expressions to use in their keynote speeches or business pitches. I'd emphasized the weight that a single word holds. Words have power, and the power of one word can mean the difference between a positive or negative audience reaction. It can also mean the difference between the making or breaking of a business deal, or even a relationship.

Five Tips on How To Say the Right Thing All (or at least most) of the Time

Mirror Mirror
Observe yourself. Your words define who you are and how you are seen in the world. What expressions do you use on a daily basis? Are you using "loaded" words or expressions that really don't represent who you are? My teenage son Jake pointed out that I constantly used the expression, "It is what it is." He said, "Mom, it doesn't sound like you. It sounds kind of negative." I realized that he was right, and I'm making a conscious effort to stop saying it. Remember, people judge you by the words you use. Be mindful of what you're saying.

Think First. Speak Second.
Words can help. And words can hurt. Even though spoken words seem to disappear into the air, they can have a way of landing inside someone's heart and remaining there for a very long time. When you're feeling a positive emotional charge, it might be okay to shout out, "I love you!" but when you're feeling a negative emotional charge (i.e. in the heat of the moment during a fight with a loved one), it might not be okay to shout out, "I hate you!" The best advice a marriage counselor ever gave my husband and me was to "Think before you speak," especially during a highly emotionally charged situation.

Let Your Body Talk -- or Shout!
Your body speaks louder than your words when you're communicating in person. Oh sure, you can use words to tell someone that you care, but if your arms are crossed in front of your chest and your eyes are trying to peer over his shoulder to see what's on TV, then your words are the equivalent of what you'd scoop up in the dog park. This happens quite often in the business world. Everyone is multi-tasking to the point where when an employee tries to share an idea and others are tweeting and texting and adding empty "Uh huh's," that idea is never received, and the employee feels like the equivalent of that dog park pick-up. So, make sure that you use open body language (arms uncrossed and eye contact) to express your ideas or show that you're openly listening.

Talk to Yourself
Be aware of the words you use when you're talking to yourself. Psychologists have done studies on the effect of self-talk and its powerful effect on the unconscious. If you're constantly saying to yourself, "I'm so stupid" or "I can't believe I just said such a dumb thing," then you probably will continue to say and do dumb things. It's self-fulfilling prophecy. On the other hand, if you constantly say to yourself, "I'm so smart" and "I just came up with a brilliant idea!" then you will probably continue to do and say smart and brilliant things. Studies also show that even if you don't actually believe that you're all that smart, by constantly telling yourself that you are, you will be!

Say EEEE.
Say "EEEE." Notice what happens to your mouth. It actually pulls up the corners of your mouth so that you're smiling. A New York Times article entitled "A Language of Smiles" by Olivia Judson () states that "The mere act of smiling is often enough to lift your mood...(and) influence your emotional state." Think of the words that causes you to smile; they use the "EEEE" sound -- "happy," "glee," "sunny," "silly," me." If you can incorporate "EEEE" words that connote positive feelings and use those words, you will enhance both your own mood and the mood of your listener.

Just remember, what you say matters -- whether it's to yourself or others. Communicating with the right words can mean a world of difference about how you feel about yourself, and the way you are perceived by others. What if you make a mistake and say the wrong thing?There's always the option to use those powerful, magic words, "I'm sorry." And if you write the wrong thing? Well, as I learned, there's always the option of speaking up and using that magic "delete" key.

Iran's president dismisses health minister

(AP) ? Iranian state TV is reporting the country's president has dismissed the health minister after her ministry put out a statement criticizing authorities for not providing money to import medicine.

The Thursday report says Mahmoud Ahmadinejad has replaced Marzieh Vahid Dastjerdi, the sole female member of the Cabinet, by a temporary caretaker.

Last week her ministry in a statement said the Central Bank had not allocated a budget to import medicine, but provided hard currency for importing pet food, horse saddles and dog collars.

The country faces a hard currency shortage linked to the West's oil and banking sanctions on Iran. This has in turn fueled the political struggle between Ahmadinejad and his critics, in particular hardliners aligned with the clerical establishment.

Parliamentarians have also accused Ahmadinejad of underfunding medicine.

Smart Magazine | Earthy and Expecting: Remembering to celebrate

If you?ve been following my column (thank you!), you know that the ?expecting? part of ?Earthy and Expecting? is deceiving.

You also know that my own pregnancy journey took a very unexpected twist on October 25, when I was hospitalized for contractions and put on bed rest that lasted all of four days before I delivered my son nearly three months early.

Since then, nothing in our lives ? mine and Jon?s, Jackson?s father ? has gone as ?expected.? What once was intended to be a quirky column on a New Age-style pregnancy, with an emphasis on alternative and green living, morphed into a NICU stay?s timeline alongside my personal experience of getting to know Jax, or as we call him, Superpreemie.

Talk about ?alternative.?

And ?earthy?? Try ?down to earth.?

The heady experience of realizing you?ve created a life with the person you love most in the world comes crashing into a reality you didn?t choose when you give birth early and even your doctors don?t know why, or what will happen next. It does so again when you first attempt to negotiate between your responsibility for this tiny life and the fact that the NICU staff are his primary caretakers, and again when you take your first steps toward incorporating a new being into your family and world.

This holiday, I took a break from dashing back and forth between the NICU, work and home to remember myself, who I am, and who comprises my family.

It started when my company surprised me with a baby shower that I thought was just a standard-issue holiday potluck.

Unexpected? You bet. At the ?SURPRISE!? and applause, I actually turned around to make sure no one was behind me, that I didn?t sneak in ahead of the ?real? guest of honor. Then I saw my name on a sheet cake and remembered: Oh yeah, I had a baby!

Not that I?d actually forgotten about Superpreemie. But I?ve been so wrapped up in Jax?s treatment and weight gain and progress, plus just getting my clothes to match and not totally messing up at work, that a party was the last thing on my mind; I brought a batch of Jon?s mom?s Christmas cookies to the ?potluck? and was just happy for a quick, free, hot lunch.

What I got was a reminder to celebrate. I can?t express how invaluable a gift that is ? and believe that, because I also got a money tree, to which everyone contributed in lieu of the usual Secret Santa tradition.

Jon and I had been so busy that we hadn?t even gotten a Christmas tree, so my coworkers urged me to take home the artificial tree, thick with bills and a homemade newspaper-chain strand of ?garland.?

Thanks to Erin McCracken for the gift of this ornament, and for coordinating my YDR surprise baby shower!

The lesson is, while I?ve waxed poetic about ?choosing blessed,? gone to my family-sponsored baby shower, kept near-daily updates on Jax?s progress via his CaringBridge site, shared baby pictures and enthused about his absurdly impressive weight gain, I haven?t actually celebrated.

Jon and I were so touched by the surprise shower and my coworkers? generosity that we dug out last year?s Christmas ornaments, and even went out to purchase a new one together, as is our yearly tradition. We decorated our little tree, took some time to purchase and wrap presents and write cards for those who?ve been so good to us. We threw some snowballs on Christmas Eve. I even baked a little!

And on Christmas Day, we went to the NICU to see Superpreemie, all snuggled up in red-and-white-striped footie pajamas with a reindeer on the tush, and a red and green elf hat. Jon?s parents were with us, and we asked Jax?s nurse to take a family picture. My parents, three hours away and not going anywhere because of the weather forecast, will be in that picture next year.

I was a little sad leaving the NICU, leaving my baby behind on Christmas. He?s my family now, and so is everyone who supports us and celebrates him.

Looking ahead to 2013 ? the year Jax will come home with us, the year we?ll celebrate our first Christmas with him in our house, how can it not be a happy new year?

Snow, rain soak eastern United States in post-Christmas storms

WINSTON-SALEM, North Carolina (Reuters) - The severe winter weather that hit parts of the central and southern United States on Christmas Day moved eastward on Wednesday, with forecasters predicting heavy snow in the Ohio Valley and possible tornadoes in the coastal Carolinas.

The National Weather Service issued blizzard and winter storm warnings in Illinois, Indiana and Ohio, as well as much of the Northeast, and warned motorists of "treacherous" driving conditions in those areas.

At airports across the Northeast, holiday travelers braced for flight delays. Some flights headed for Newark Liberty International Airport in New Jersey were experiencing delays of more than an hour on Wednesday because of the inclement weather.

The NWS said more than six inches of snow might fall in those regions, while the area from western New York up into central Maine could get from 12 to 18 inches.

As of Wednesday morning, Bloomington, Indiana, already had nearly a foot of snow and Indianapolis had about seven inches, according to AccuWeather.com.

Severe thunderstorms and widespread rain were expected from southeast Virginia to Florida, with the eastern counties in North Carolina and South Carolina under a tornado watch, the NWS said.

The wet and snowy conditions follow a major winter storm system that swept through the southern United States on Tuesday, spawning tornadoes in several states and causing the death of two people in weather-related road accidents.

Twisters struck in Alabama, Mississippi, Texas and Louisiana, flattening houses and causing injuries, according to the weather service.

Declaring a state of emergency, Mississippi Governor Phil Bryant deployed resources to the multiple counties in that state that reported damaged homes and businesses, power outages and flooding.

Tuesday's storms also contributed to a 21-vehicle pile-up that shut Interstate 40 in downtown Oklahoma City and caused power outages for tens of thousands of residents.

A Texas man died after an accident involving a toppled tree in the road, and there was another weather-related fatality on I-44 in Oklahoma, according to local authorities.

Israel to build 942 more homes in east Jerusalem

JERUSALEM (AP) ? Israel has advanced the process of building 942 more settler homes in east Jerusalem under a new fast-track plan to tighten its grip on the territory, which the Palestinians claim as the capital of a future state.

A government planning committee on Monday moved the project to the advanced stage of asking contractors to submit bids to build them, the Interior Ministry said Tuesday. Once a bid is awarded, construction can begin on the project in the Gilo area, though it can take months, if not longer, to reach that point.

An additional 300 units can be built after further planning, said attorney Daniel Seidemann, an expert on Jerusalem construction who sees the building as an obstacle to peacemaking. About 40,000 Israelis live in Gilo.

The homes are among more than 5,000 new settler homes in east Jerusalem that Israel pressed ahead over the past week. Palestinians do not recognize Israel's 1967 annexation of the territory and say any Israeli construction there undermines their claims to it. The international community has not recognized Israel's 1967 annexation of east Jerusalem.

Prime Minister Benjamin Netanyahu launched a settlement construction push to punish the Palestinians after the United Nations recognized a de facto Palestinian state in east Jerusalem, the West Bank and the Gaza Strip last month. Israel says the Palestinians can achieve a state only through negotiations with the Israeli government, and regards the U.N. bid as a maneuver to sidestep talks.

The Palestinians have said they hope the upgraded status will allow them to return to the negotiating table with a stronger hand. Talks stalled four years ago, primarily over settlement construction.

The construction push in east Jerusalem has drawn international condemnation, as have plans to build thousands of more settler homes in the adjacent West Bank.

Israel captured both areas and Gaza in 1967.

It withdrew settlers and soldiers from Gaza in 2005, but blocks most access to the territory and retains control over the West Bank and east Jerusalem.

Movie Ripping Becomes Legal In UK For Individuals

Not that it would really be much of a worry since many people just do it regardless of the law, but UK residents set to receive any CDs or DVDs this Christmas will be able to do so safe in the knowledge that they can use a computer to back up their content without being?hunted?down by legislation, provided that the disc ripping that occurs is for personal use only.

disc_pileAfter?a law amendment passed on Friday (21 December), the UK coalition?government has legally permitted consumers the right to burn content to their hard drives as ?digital copies?, with the law covering copied video content, music, and e-books, so long as it has been taken directly from the source?(as disc-to-file) and not used commercially.

While the rule also allows users to store their copied content onto a cloud storage service (seen in this case as similar to a hard drive, and rejecting rights holders? claims that this could create a form of illegal piracy),?it remains a crime to remove a??technical protection method? (TPM) from all copyrighted content, mainly designed to protect from copying in large quantities.

Government business secretary Vince Cable said of the changes: ?[The new legislation is] not only common sense but good business sense. Bringing the law into line with ordinary people?s reasonable expectations will boost respect for copyright, on which our creative industries rely. We feel we have struck the right balance between improving the way consumers benefit from copyright works they have legitimately paid for, boosting business opportunities and protecting the rights of creators.?

With a report on the matter summarising that the alterations create??a fair balance? between fair use for consumers?and?protecting the revenue streams of rights holders, will this trivial improvement be appreciated as a greater amount of freedom to use a paid-for disc as the user pleases?
